to Blake's question, I'm not sure about what's happening wrt to the law of the sea and cable cuts, but the area of international law and Internet issues is particualrly active at the moment, especially relating to the UN cybercrime treaty that is approaching finalisation...

I also suspect that there's a key factor not discussed here at all: Internet standards are not only more complex because of factors like installed base considerations, but are also less of it is pioneering, for just the reason talked about right now.

not a question, I also expect that an attempt to make things clearer and easier to understand, is part of what makes documents more complex. and trying to scale to more inclusivity makes processes longer and harder to understand.
