The energy consumption of fixed networks in several countries has decreased actually.

the theory is basically what computers do for power savings. power down the cpu, use some threshold to kick it back up to max power, do the thing for a while, then bring the cpu back to power saving mode.

To clarify on ICP+2 The request from the NRO EC is "To this end, the NRO EC asks that the ASO AC establish and manage a process to update ICP-2 in the 2024 / 2025 timeframe."
