the theory is basically what computers do for power savings. power down the cpu, use some threshold to kick it back up to max power, do the thing for a while, then bring the cpu back to power saving mode.

I gave a presentation on this at RIPE86, showing that energy consumption has been stable or declining for fixed. For mobile it is increasing, but primarily because of more sites

To clarify on ICP+2 The request from the NRO EC is "To this end, the NRO EC asks that the ASO AC establish and manage a process to update ICP-2 in the 2024 / 2025 timeframe."
